New EU Research Framework Programme (FP7) Announced

Earlier this month, the European Commission adopted its proposal for the EU new Research Framework Programme (FP7) with an annual budget of ?10 billion, for the period 2007-2013. The proposal will now be thoroughly discussed by the European Parliament and the Council of Ministers, and is expected to be approved some time next year; the first calls could be launched by the end of 2006.

Here are some highlighted aspects that could be of particular interest from a Euro-American point of view:
- BASIC RESEARCH. 15% of the budget should be devoted to "frontier research", funded through grants exclusively based on scientific excellence. The calls will hopefully be open to European scientists working abroad, provided they carry out the research in Europe.
- COLLABORATIVE RESEARCH. The bulk of FP resources will be for collaborative, co-funded R&D activities covering a broad spectrum of disciplines and topics, from basic science to applied research to technology development. They will all be open to international participation.
- MARIE CURIE. The present training and mobility actions will be expanded and the funding considerably increased. The "return to Europe" scheme will also be reinforced and made more easily accessible.
- ERA-LINK. The proposal provides for "measures to create networks of European researchers working abroad". This should facilitate the consolidation of the ERA-Link network.
